Water Resources Services

In 1977, Leonard Rice Engineers, Inc. was hired by the City of Broomfield to investigate water rights that the City was considering for purchase.  Since that time, LRE has worked with the City and now the County on a range of groundwater, surface water, environmental planning, civil design, regulatory compliance, and water conservation projects.  Services provided include:

  • Analyze and model surface water and ground water hydrology
  • Litigation support including preparation of expert disclosure reports, review of application and proposed decrees, participation in settlement negotiations, and expert testimony in Water Court. Includes the review of Water Court applications by other entities for the purpose of protecting Broomfield’s interests
  • Update Broomfield’s re-use accounting forms to incorporate newly decreed augmentation supplies. This process required moving the City’s accounting system to a web-enabled database platform to track long-term limits and facilitate more flexible, on-line reporting in addition to their reporting obligations to the Division 1 Engineer
  • Developed an option for capturing supplies in gravel pit storage reservoir during times when ditch companies are not running water
  • Model Broomfield’s various supplies under different scenarios to determine if demands, both potable and non-potable, can be met
  • Design of inlet and outlet structures to Broomfield’s newest gravel pit storage facility
