Bill has over 25 years of experience in all things related to water – engineering, law, regulatory and management.  Presently, Bill is the business development director for industrial water at Leonard Rice Engineers, Inc. (LRE).  Bill is dedicated to the growth of LRE’s industrial water practice by developing partnerships with energy, mining and other industrial clients to implement engineered water solutions that are flexible yet sustainable to reduce water related costs, increase operating efficiencies, and minimize risks.  Prior to joining LRE, Bill had a similar role at MWH Global, Inc. where Bill helped MWH secure new clients and implement new strategies regarding water solutions.  Prior to joining MWH, Mr. Fronczak was the director of business development for Select Energy Services, LLC where he provided strategic leadership to the company and the managers of the operations and sales teams to successfully develop total water solutions for the oil and gas industry.  Prior to his roles and a business development director, Bill practiced as an attorney with Perkins Coie, LLP (Colorado) and McGuireWoods and Morris, Manning and Martin (Georgia) in the areas of water, environmental and mineral law.  Bill’s 25+ years of water experience also involves seven years as the chief of water supply for the State of Colorado Division of Water Resources where he was instrumental in the development of policy for the adjudication, administration, and management of Colorado’s water resources east of the Continental Divide.  Finally, Bill’s career includes practice as a private water and environmental consulting engineer from 1991 to 1997.  Bill holds a Juris Doctorate degree from the University of Denver, a Master of Science in Environmental Engineering and a Bachelor of Science in Chemical Engineering from the Colorado School of Mines.  Bill also is a licensed attorney and licensed professional engineer in the states of Colorado and Georgia.
